The Award was incorporated in 2009 to recognise the past contributions of Bernie Hughes to the Past Players and Officials Movement. To be eligible for the Award people being nominated would need to be recognised for their selfless contribution or activities that have been of benefit to the Past Players and Officials movement and the WAFL Combined Past Players and Officials Association in general during the season. The Award is for achievements and contributions for a current season and does not include achievements or general activities from previous years. Achievements and activites over many years of service is recognised by the individual Associations.
